The Book of Acts and the apostolic letters (like Paul's and the Catholic Epistles) show that one of the earliest priorities in church leadership was choosing and appointing elders in each church (Acts 14:23). The apostles focused on defining the roles and levels of service for new leaders and helpers in the church, such as bishops, priests, deacons, elders, and both men and women servants (see 1 Corinthians 16:3). They also followed up with newly appointed leaders and supported the second line of servants (see 1 Timothy 3:1–15). Many modern human resources principles—like motivation, training, performance evaluation, delegation, leading by example, role distribution, communication, shared values, and a common vision, can be found throughout the writings of apostles like Peter, John, and Paul..
